       "An Act relating to the Alaska Permanent Fund Corporation,                                                               
       the earnings of the Alaska permanent fund, and the earnings                                                              
       reserve account; relating to the mental health trust fund;                                                               
       relating to deposits into the dividend fund; and providing for
